Citizenship

Your core family nucleus must consist of at least one Singapore Citizen (SC) and one other applicant who is either an SC or a Singapore Permanent Resident (SPR).

Age

All applicants must be at least 21 years old. If applying under the Joint Singles Scheme, all applicants must be at least 35 years old.

Income Ceiling

Your total gross monthly household income cannot exceed S$16,000. This includes all listed applicants and occupiers.

Property Ownership

You must not own any other property, either locally or overseas. You also must not have disposed of any private property within the last 30 months before the EC application date.

HDB requires you to apply under an approved scheme, which forms your "family nucleus."

The Property Ownership Rule Explained
This is one of the strictest requirements. Let's break it down.

You are not eligible if any applicant owns other property, whether it's an HDB flat, private condo, landed property, or even a commercial/industrial space in Singapore or overseas.

If you currently own an HDB flat, you can apply. However, you must fulfill the 5-year Minimum Occupation Period (MOP) before the EC's Temporary Occupation Permit (TOP) date. You will be required to sell your HDB flat within 6 months of taking possession of the EC.

If you have sold a private property, a 30-month wait-out period applies before you can apply for an EC.

Don't Forget Your CPF Housing Grants!
Eligible first-time buyers can receive significant grants to make their EC purchase more affordable.

Depending on your household income and citizenship status, you could receive a Family Grant or Half-Housing Grant of up to S$30,000. These grants are credited to your CPF Ordinary Account to help offset the purchase price.
